Desempeño económico-financiero de las municipales de la provincia de Santa Fe en la década de 1991-2001

Abstract

Además de sus necesidades por el propio crecimiento poblacional, las municipalidades de la provincia de Santa Fe en los ’90 han estado afectadas por el proceso de globalización económica y el proceso de reforma del estado llevado adelante por el gobierno nacional. Como resultado se le asignaron tareas, actividades y funciones que no habían sido su responsabilidad anteriormente y que tuvieron que desempeñar con similares i menos recursos y capacidades administrativas, La descentralización de funciones no fueron seguidas de los correspondientes recursos, siendo también afectadas por los pactos Nación-Provincias. Consecuentemente surgieron problemas que impactaron el desempeño económico-financiero de las municipalidades. Este estudio intenta evaluar ese desempeño en la década, explicando el modelo y el marco institucional así como los resultados y su evolución comparativa. La primera hipótesis establece que prevalecieron las municipalidades con estructuras financieras desbalanceadas y la segunda que todas mostraron similar comportamiento. Se usaron indicadores financieros: de solvencia, autonomía fiscal, inversión en capital, inmovilidad y desempeño y uno compuesto, clasificándose las municipalidades en tres grupos. Sobre esta base la primera hipótesis fue corroborada. Con el uso de análisis de regresión se estimaron las tendencias de los resultados anuales de cada municipalidad en la década, lo que condujo a rechazar la segunda hipótesis. Se observó que las municipalidades tuvieron diferentes evoluciones en sus resultados: algunas con tendencia positiva y otras negativa, así como combinando años déficits o superávits.

Besides their own population growth needs, the municipalities of Santa Fe province in the ´90s have been affected by the process of economic globalization and the State reformation process carried out by the national Government. As a result they were asigned tasks, activities and functions that had not been their responsibility before and that had to perform with similar or less resources and administration capacities. The functions´ decentralization were not followed by the corresponding resources, and they were also affected by the Nation-Provinces Pacts. Consequently problems arised which impacted the municipalities economic and financial performance. This study aims to evaluate their performance in the decade, explaining the model and the institutional environment, as well as the results and their comparative evolution. The first hypothesis states that municipalities with unbalances financial structures prevailed and the second one, that all showed similar behavior. Financial indicators: solvency, fiscal autonomy, investment in capital, inmobility, performance ratios and a compound one have been used, classifying the municipalities in three groups. Over this basis the first hypothesis was corroborated. With the use of regression analysis the annual results trends of each municipality through the decade was estimated, not accepting the second hypothesis. It was observed that they had different evolutions in their performance: some of them with positive trends and others with negative trends, combining surplus or deficit behaviors.
