Metodología para la formulación y medición de un índice local de desarrollo humano en el área Cuenca del arroyo La Colacha, departamento Río Cuarto, provincia de Córdoba, y su correlación con el Índice de Calidad Ambiental (ELANEM)

Abstract

El Desarrollo Humano hace referencia a un proceso de desarrollo que se basa en la ampliación de las libertades de las personas en una sociedad. Se entiende por libertad a las posibilidades y oportunidades de las personas para acceder a los mecanismos a fin de satisfacer sus necesidades fundamentales. La vida de las persona se desarrolla en un marco ambiental, es decir en un sistema social y en un sistema natural, entre cuyos factores se establecen imbricadas relaciones (de dominación, de respeto, etc.). A través de la armonización en tales sistemas (y hacia el interior de los mismos) se logra una sustentabilidad tanto social como ambiental. Con el objetivo de desarrollar un instrumento que permitiera cuantificar y analizar el desarrollo humano a escalas locales y su relación con la calidad ambiental, a fin de analizar la sustentabilidad ambiental del sector, se crea en este trabajo un Índice Local de Desarrollo Humano (ILDH), el cual fue aplicado a un área rural de la Prov. De Córdoba –Argentina-. Luego, a fin de integrar al análisis el sistema natural, se realizó la correlación del ILDH con el Índice de Calidad Ambiental (ICA), el cual ha sido creado y aplicado en dicho sector de estudio por el grupo ELANEM, lo cual permitió realizar conclusiones importantes acerca de la sustentabilidad ambiental (social y ecológica) del área rural analizada. La compatibilidad tanto teórica como metodológica de ambos índices permitió el arribo a resultados significativos.

The Human Development is a process of development based in the enlargement of the people freedom’s in a society; it means the possibilities and opportunities of the people's access in order to satisfy its fundamental human necessities. The objective of the Human Development process is to remove all limitations to the capacities growth’s of the people so that they live the life who are right to value. The life of the people is developed in an environmental frame, it means in a social and natural system; between them there are complex relationships. Through the harmonization of both systems is achieved the sustainable development (both social and environmentally). At this work is created an Local Index of Human Development (ILDH) as a tool to quantify and to analyze the process of human development to the local scales, and his relationship with the environmental quality. That index was applied to an rural area of the Province of Córdoba Argentina. Later, in order to integrate the natural system to this analysis, was made a correlation between the ILDH and the Index of Environmental Quality (EQI), which has been created and applied in the studio area’s by ELANEM (Euro-Latin American Network of Environmental Monitoring); this allows to reach conclusions important about the environmental sustainability (both social and ecological) on the rural analysed area.
