La construcción de ciudadanía como dispositivo de tutela del patrimonio cultural. Un desafío de los tres niveles de gobierno

Abstract

La tutela del Patrimonio Cultural, derecho fundamental de raigambre Constitucional, está dirigida a garantizar el goce de las generaciones presentes y futuras en cuanto a los bienes culturales. Sobre esta base conceptual nuestra tesis centra su estudio en dos edificios ferroviarios de nuestra ciudad, que a nuestro criterio ponen de manifiesto la relevancia de la intervención de los gobiernos locales, la fuerza que imprime la adopción de un modelo de gestión multinivel, y la importancia de la apropiación ciudadana de estos bienes en los procesos de revalorización patrimonial con perspectiva de trascendencia en los términos de la manda Constitucional. Ellos son la Estación Ferroviaria Mitre que se destaca en la actualidad por su deficiente estado edilicio, aunque con expectativas de pronta restauración y por otra parte, la Estación Belgrano que se presenta restaurada e integrada a un circuito de eventos culturales masivos. Los procesos suscitados en ambos inmuebles, su caracterización y personalización serán confrontados con nuestro postulado a fin de procurar una síntesis clarificadora.

The protection of Cultural Heritage, a fundamental right of Constitutional roots, is aimed at guaranteeing the enjoyment of present and future generations in terms of cultural assets. On this conceptual basis, our thesis focuses its study on two railway buildings in our city, which in our opinion highlight the relevance of the intervention of local governments, the strength that the adoption of a multilevel management model prints, and the importance of the citizen appropriation of these goods in the processes of patrimonial revaluation with perspective of transcendence in the terms of the Constitutional mandate. They are the Mitre Station, which currently stands out for its poor building condition, although with expectations of prompt restoration, and on the other hand, the Belgrano Station, which has been restored and integrated into a circuit of massive cultural events. Which in turn supported the creation of institutional spaces for multilevel management as a valid mechanism for consultation and agreement.
