Construir sobre lo construido. Vivienda de interés social. Caso de estudio: FONAVI San Jerónimo, Barrio Centenario, Santa Fe, Argentina

Abstract

En Argentina, durante la década del '70 se comenzaron a ejecutar grandes conjuntos habitacionales como respuesta al déficit residencial, a las dificultades para acceder en forma regular a las viviendas, y a la proliferación de villas de emergencia en las ciudades. Sin embargo, luego de cuarenta años, se evidencian una serie de consecuencias sobre el ámbito social y urbano, debido al creciente deterioro y la inexistencia de planes de mantenimiento, las constantes vandalizaciones, el colapso de las instalaciones, la falta de integración con el resto del tejido, y la precarización de las condiciones habitacionales. En torno a este contexto, la presente investigación se propone trabajar particularmente sobre el Caso de rehabilitación del FONAVI San Jerónimo, emplazado al interior del Barrio Centenario en la Ciudad de Santa Fe, mediante la adopción de criterios de sostenibilidad económica , social y ambiental; considerando no sólo los aspectos arquitectónico sino también la calidad de vida de la población que los habita, integrando el conjunto edilicio a la ciudad y aportando a la calidad ambiental del entorno.

In Argentina, during the 70’s, several housing projects began to be built in response to the housing deficit, the difficulties in regularly accessing housing, and the proliferation of slum areas. However, after forty years, a series of consequences can be seen in the social and urban fields due to the increasing deterioration and the lack of maintenance, the constant vandalism, the collapse of the facilities, the lack of integration with the rest of the city, and the precariousness of housing conditions. In that context, this research intends to work particularly in the case of the rehabilitation of the FONAVI San Jerónimo, located inside the Barrio Centenario in the City of Santa Fe, through the adoption of criteria of economic, social and environmental sustainability; considering not only the architectural aspects but also the standard of living of the population that inhabits it, integrating the building complex into the city and contributing to the environmental quality of its surroundings
