América Latina frente al ascenso de China y el Este asiático: Construcción del Estado y capacidades estatales

Abstract

El actual proceso de reestructuración sistémico a escala global ha traído como consecuencia más significativa el ascenso del espacio macro-regional del Este asiático, el cual comenzó en la segunda mitad del siglo XX y se acrecentó a partir de inicios del presente siglo, desencadenando un crecimiento de los vínculos al interior del denominado Sur Global. Sin embargo, a partir de las diferencias espacio-temporales en el que transcurren sus formaciones civilizatorias y las distintas lógicas económicas e institucionales, los espacios del Este asiático y Sudamérica han conformado dinámicas cuyos resultados arrojan grados de industrialización e integración regional asimétricos.Este proyecto explora las disparidades en las capacidades estatales de estas macro-regiones para direccionar los procesos de acumulación, definir sus condiciones de reproducción interna y sus posibilidades de inserción en el escenario de cambio cíclico-sistémico, de manera de operar con mayor autonomía económica e institucional. La hipótesis es que, en el marco del actual cambio sistémico, las capacidades estatales divergentes entre el Este Asiático y América del Sur resultan en una mayor debilidad de ésta última para enfrentar sus crecientes vínculos con aquel, limitando sus procesos de industrialización e integración regional. Para dar cuenta de esta conformación asimétrica de capacidades, el proyecto propone indagar las distintas trayectorias seguidas en los procesos de construcción estatal entre ambas macro-regiones, siguiendo una estrategia comparativa que vincula cuatro líneas de trabajo: A) una perspectiva de análisis del sistema-mundo para observar las propiedades estratégicas en la configuración estatal de los países nodales del Este asiático y América del Sur, y la formación de una autonomía macro-regional; B) la vinculación entre las capacidades estatales resultantes de sus trayectorias históricas, y las fortalezas de los procesos de regionalización e industrialización en cada macro-región; C) la proyección de esos elementos de larga duración en el presente, para explicar las diferentes modalidades de inserción externa y los patrones de reproducción socioeconómicos e institucionales, tanto a escala nacional como macro-regional; y D) los efectos en las relaciones al interior del Sur Global en general, y entre los espacios del Este asiático y América del Sur en particular.

The current process of systemic restructuring on a global scale has brought about the most significant consequence, the rise of the macro-regional space of East Asia, which began in the second half of the 20th century and increased from the beginning of this century, triggering growth of the links within the so-called Global South. However, based on the space-time differences in which their civilizational formations took place and the different economic and institutional logics, the spaces of East Asia and South America have shaped dynamics whose results show asymmetrical degrees of industrialization and regional integration. This project explores the disparities in the state capacities of these macro-regions to direct the accumulation processes, define their conditions of internal reproduction and their possibilities o insertion in the scenario of cyclical-systemic change, in order to operate with greater economic and economic institutional autonomy. The hypothesis is that, within the framework of the current systemic change, the divergent state capacities between East Asia and South America result in a greater weakness of the latter to face its growing ties with the former, limiting its industrialization and regional integration processes. To account for this asymmetrical formation of capabilities, the project investigate the different trajectories followed in the processes of state construction between both macro-regions, following a comparative strategy that links four lines of work: A) A Word-System perspective to observe the strategic properties in the State configuration of the nodal countries of East Asia and South America, and the formation of macro-regional autonomy; B) The link between State capabilities resulting from their historical trajectories, and the strengths of the regionalization and industrialization processes in each macro-region; C) The projection of these long-term elements in the present, to explain the different modalities of external insertion and the socioeconomic and institutional reproduction patterns, both at the national and macro-regional scale; and D) The effects within Global South in general, and between the spaces of East Asia and South America in particular
