The island micro-region of Santa Fe, San José del Rincón and Arroyo Leyes, MRI. It is a geographical cut-out defined by the team in their previous work. These are wetland landscapes crossed by streams, streams and island areas that have high biodiversity; a natural and cultural heritage associated with that wealth; to the traces of the uses and productive processes that take place in them; heterogeneous populations and dynamics; inadequate services and infrastructure; land use patterns that are not agreed upon inter- jurisdictionally and a disparate degree of awareness and preparedness in the face of the vulnerability of water risk. Its area is 243 km² and its population is 50,000 inhabitants. This project, which continues previous work on Governance, seeks to contribute to the consideration of the opinions of social actors in environmental matters at an early stage of decision-making on projects with environmental implications. The tasks to be carried out involve three stages or moments. During the first, fieldwork is proposed with exchanges and dialogue of knowledge, with a first approach to the social actors in order to know the level of citizen participation and the existing mechanisms and tools for this purpose, it will seek to know the degree of interest in incorporating citizen participation, the existing institutional capacities and the public communication policies that they carry out. Information will be collected on the degree of citizen participation that exists, the interest in participating in future decision-making at an early stage, and the existence of projects on which consultations have been carried out prior to decision-making. A second phase will include the analysis and systematization of what was surveyed in the previous stage, considering the existence of projects consulted, participatory experiences, methodologies used, published information, communication strategies implemented, actors involved and results achieved. The third stage proposes the design, implementation and evaluation of an early participation model that incorporates the use of ICTs to facilitate access to public information and the involvement of social actors in decision-making The island micro-region of Santa Fe, San José del Rincón and Arroyo Leyes, MRI.
