Entre datos, mapas y patrullaje. Implicancias de las tecnologías de georreferenciación delictual sobre las prácticas policiales en Córdoba

Abstract

La presente tesis aborda las implicancias de la incorporación de tecnologías de georreferenciación delictual sobre las prácticas policiales en Córdoba (2013-2023). Se trata de una investigación cualitativa, basada en el análisis de fuentes primarias (entrevistas a actores policiales y observaciones) y secundarias (documentos oficiales, fuentes periodísticas y redes sociales). Los hallazgos y aportes de esta tesis se encuentran desarrollados en tres capítulos. El primero de ellos (III) reconstruye socio-históricamente las principales tendencias y transformaciones del campo del gobierno de la seguridad en Córdoba, durante el período 2013-2023. Aquí se le otorga especial relevancia a las iniciativas y transformaciones acontecidas en el campo policial y se analiza el lugar que las innovaciones tecnológicas fueron ganando al interior de dicho campo. Además se describe de manera detallada la organización territorial de la Policía y las dinámicas del patrullaje para, en los siguientes capítulos, poder comprender los efectos de los programas de mapeo delictual sobre estas prácticas. El capítulo cuatro busca abrir la caja negra de los sistemas de mapeo y georreferenciación del delito, analizando las relaciones entre policía e información. Aquí se describen los diferentes mapas existentes, profundizando en las fuentes de información que les sirven de insumo y los procesos de construcción y categorización de dicha información En último capítulo se problematizan los diferentes usos policiales de estos mapas del delito. Aquí se abordan las implicancias de esta tecnología sobre las prácticas de patrullaje, a la vez que se distinguen algunos usos alternativos de estos mapas, tales como la contienda por recursos policiales, la legitimación pública de sus prácticas y la georrefrenciación de los propios móviles. Para esto, se analizan las representaciones que los actores policiales tienen sobre estos mapas y los diferentes tipos de conocimiento que movilizan en su quehacer.

This thesis examines the implications of the incorporation of crime georeferencing technologies for police practices in Córdoba (2013–2023). It is a qualitative study based on the analysis of primary sources (interviews with police actors and field observations) and secondary sources (official documents, journalistic materials, and social media content). The findings and contributions of this thesis are presented across three chapters. The first (Chapter III) offers a socio-historical reconstruction of the main trends and transformations in the field of security governance in Córdoba during the period 2013–2023. Special attention is given to initiatives and changes within the police field, analyzing the growing role of technological innovations within it. The chapter also provides a detailed description of the territorial organization of the police and patrol dynamics, as a basis for understanding, in the following chapters, the effects of crime mapping programs on these practices. Chapter IV seeks to open the black box of crime mapping and georeferencing systems by analyzing the relationships between the police and information. It describes the different existing maps, delving into the information sources that feed them, as well as the processes of data construction and categorization. The final chapter addresses the various police uses of these crime maps. It examines the implications of this technology for patrol practices, while also identifying alternative uses of the maps, such as disputes over police resources, the public legitimation of police practices, and the georeferencing of patrol vehicles. To this end, the chapter analyzes police officers’ representations of these maps and the different forms of knowledge they mobilize in their everyday work.
