La presente tesis aborda la problemática del acceso al financiamiento por parte de las cooperativas y mutuales en Argentina, en un contexto caracterizado por una elevada inestabilidad macroeconómica y restricciones en el sistema financiero tradicional. Estas entidades, fundamentales dentro de la economía social, enfrentan limitaciones estructurales para acceder al crédito bancario, derivadas principalmente de la falta de garantías suficientes, la informalidad de los ingresos de sus asociados y la imposibilidad legal de captar depósitos de terceros. En este escenario, la investigación se centra en analizar la cesión de cartera de créditos como una herramienta alternativa de financiamiento que permita mejorar la liquidez y la capacidad operativa de dichas organizaciones.
Esta Tesis proporciona evidencias de que la cesión de cartera de créditos se presenta como una herramienta viable y potencialmente eficiente para mejorar el acceso al financiamiento de las cooperativas y mutuales, aunque su desarrollo aún es incipiente en el ámbito local.
Su mayor difusión y utilización dependerá de la generación de información, la capacitación de los actores involucrados y la articulación entre las entidades de la economía social, el sistema financiero y los organismos públicos, a fin de promover su implementación como un instrumento que contribuya al desarrollo económico y social.
This thesis addresses the issue of access to financing for cooperatives and mutual associations in Argentina, within a context characterized by high macroeconomic instability and constraints within the traditional financial system. These entities—which are fundamental to the social economy—face structural limitations in accessing bank credit, stemming primarily from a lack of sufficient collateral, the informal nature of their members' income, and the legal inability to accept deposits from third parties. Against this backdrop, the research focuses on analyzing the assignment of loan portfolios as an alternative financing tool to improve the liquidity and operational capacity of these organizations.
This thesis provides evidence that the assignment of loan portfolios serves as a viable and potentially efficient tool for improving access to financing for cooperatives and mutuals, although its development remains in the early stages locally. Its broader adoption and use will depend on generating information, training the stakeholders involved, and fostering coordination among social economy entities, the financial system, and public agencies, with the aim of promoting its implementation as an instrument that contributes to economic and social development.
