Control externo a los Servicios de Asistencia a la Comunidad (SAMCo) del Nodo Reconquista. Período 2006-2009

Abstract

La investigación aborda como objeto de estudio a 21 Servicios de Asistencia Médica a la Comunidad –SAMCo– del Nodo Reconquista; Provincia de Santa Fe (Argentina), como entidades privadas que por la naturaleza de sus funciones se incorporan al ámbito publico. Sobre ellos se legitimaba el control interno ejercido esporádicamente por el Ministerio de Salud Provincial, no así el control externo desarrollado por el Tribunal de Cuentas de la Provincia de Santa Fe. Durante el proceso de Reforma del Estado, que tuvo lugar en la década del noventa, se privatizaron y/o transformaron varias organizaciones, dando lugar a un nuevo mapa organizacional que requería de una norma que lo contemplara. Con ese espíritu se dictó la Ley 12.510 de Administración, Eficiencia y Control del Estado que vino a subsumir , a aquellos, a la fiscalización que desde el año 1962 realizaba el Órgano de Contralor Externo aludido. De allí que resulte plausible atender el desfasaje temporal y sustantivo generado por la ausencia de estas entidades durante procesos de enseñanza-aprendizaje, aplicación de metodologías y tecnologías más eficientes. Como asimismo respecto del avance de la actividad administrativa, formas de gestionar del gobierno y el concatenado aggiornamiento de la normativa vigente. En dicho contexto preguntamos: ¿cuáles son los cambios en los mecanismos de control externo aplicados a los SAMCo pertenecientes a la Región Sanitaria Nodo Reconquista a partir de los avances normativos y organizacionales en el Tribunal de Cuentas de la Provincia durante el periodo 2006 – 2009?

During the Estate Reform process, that take polace inte 90ties, severol organizations were privatized and transformedi qiving place to a wew organizational map that required from a specific legislation to support it therefore State Administration Efficiency and Control law, N° 12510 was dictated wich come to rule over thase organizations submiting the to the fizcalization that since 1962 have been relieing the externol control Organism. There fore and in order to attend the temporary mole generated by the absence of these entities during the teaching, learming process, methodologic application and more efficient tecnologies. And so for the Administration activity advance, the goverment action ways and the incorporation of the especific legislation ruling. In this context we ask: Which are the changes on the external contro mecaism aplied to the SAMCo that belong to the Smity Region Nodo Reconquista since the organizational and registration advances on the Account Court of Santa Fe.
