dc.description.abstract This thesis examines the processes through which political enemies were constructed and criminalized in Paraguay between 1928 and 1935, focusing on the transformations that occurred before and during the Chaco War. From a historical-criminological perspective, it explores how criminal justice institutions, particularly the police and judiciary, contributed to redefining the political offender and consolidating mechanisms of control and repression against dissent. Using a qualitative methodology based on police, judicial, military, legislative, and newspaper records, the research reconstructs the institutional practices and discourses that legitimized political persecution. It traces the transition from a conception of political adversaries associated with traditional party rivalries to the identification of communists, anarchists, labor leaders, and antiwar activists as enemies of the national order. The findings demonstrate that the state of siege, constitutionally conceived as an exceptional measure, became a recurring instrument of government, facilitating arrests, forced exile, and restrictions on individual rights. The study also examines the role of the Criminal Investigation Division, Military Police, and other institutions in surveillance, forced recruitment, and the persecution of deserters and political dissidents. The thesis concludes that the Chaco War intensified the expansion of state punitive power and consolidated a model of political criminalization grounded in ideological dangerousness, legal exceptionalism, and the policing of social conflicts. These mechanisms established institutional practices and patterns of repression that continued to shape Paraguayan political and criminal justice history throughout the twentieth century. en_EN
